Comptroller Carole Keeton Strayhorn wants a crisis management team to improve foster care in Texas.

Strayhorn urged fellow Republican -- Governor Rick Perry – to create such a team and declare, as an emergency item, her proposed foster care legislation. The sweeping bill includes 87 recommendations previously made by Strayhorn.

She'd like legislators to debate the proposal early in the 2005 session, which opens in January.

Perry's office didn't directly respond to Strayhorn's comments, but said reforming Child Protective Services is a top priority. Perry earlier this year ordered a review of C-P-S practices.

Spokesman Robert Black says the governor also supports hiring additional caseworkers and new resources for the agency.

Strayhorn is contemplating a run against Perry for governor in 2006.
