The Rio Grande Valley remains what the American Tort Reform Association calls a "judicial hellhole."
The pro business group put South Florida on the top of its annual rankings of court systems that it believes are unbalanced. The Rio Grande Valley and Gulf Coast of Texas took the number two spot, with Cook County, Illinois, coming in third.
A Texas consumer group defends the record of South Texas and the Texas Gulf Coast. Texas Watch executive director Alex Winslow says the assessment's "nothing more than a glorified corporate press release that is short on facts and long on poll-tested platitudes."
In Winslow's words, "Texas citizens have been subjected to decades of pro-defendant legal changes that have left Texas families holding the bag."
