Gays Could Be Banned From Foster Parenting

The Texas House voted 135 to six to approve a child protective service bill that could keep gays or bisexuals from becoming foster parents.

Margene, who would rather not use her last name, has been involved in a lesbian relationship for the past 20 years. She also is the mother of a 13-year-old daughter who she adopted eight years ago. She says her sexual preference never came up during the adoption process.

"They found we were upstanding citizens. We pay our taxes, we have no prior arrests. They couldn't find anything wrong with us."

But then when asked: did they know you were a couple? Margene replied, "No ma'am, I did not come out and say it, but then nobody asked, so I never had to lie."

Margene is the primary parent according, to the adoption paper, but had to move her daughter to another school once parents got wind that she had two moms, so Margene is the parent who stays home and doesn't attend her daughter’s activities.

"I stay invisible in my child’s life because of society.," says Margene.

A Texas lawmaker is proposing a bill that would make it impossible for homosexual and bisexual parents to foster children. Further, it would require current foster parents who are gay to give their foster children back.

"The law is stupid, the bill is stupid. There's no reason for it, " adds Margene.

Andrea Barnett is a CPS specialist and deals with finding children good homes. She says Brazos County already has a shortage of foster parents and says there's no way to tell how many of them are gay or bisexual because the agency doesn't ask.

"We do not discriminate. Every family goes through same process whether married, single, gay or lesbian. It doesn't matter," says Barnett.

Barnett adds they simply look at the stability of the relationship and the home environment, not their sexual orientation.

Margene believes anyone with a good loving home can be good parents.

"If she wants to, I can teach her baseball. If she wants to learn makeup and how to be a little lady, then my partner will pick up that baseball and go with that," says Margene.

If the law passes it would make Texas the only state to ban gays from becoming foster parents.
