AUSTIN -- The state's top 10 percent law for college-bound students isn't likely to change anytime soon.
A proposal to change the rule failed in a Senate committee today and a key lawmaker declared the issue dead for this legislative session. The law, approved in 1997, guarantees all students who graduate in the top 10 percent of their classes admission to the public university of their choice.
Proposed changed have included making students take tougher courses to qualify and allowing universities to accept only 50 percent of their classes under the rule.
Some state universities complain the law restricts their ability to recruit students. But lawmakers have championed it as a means of increasing minority enrollment.
