Animal Rights groups plan to file suit today to stop the slaughter of horses for meat in Texas and elsewhere.
American horse meat is sold mostly for human consumption in Europe and Asia, although some goes to U-S zoos. Animal rights groups say Congress tried to stop horse slaughter last year. That's when lawmakers voted to cut off Agriculture Department funding for horse inspectors at slaughterhouses.
But department officials announced last week that they will pay for live horse inspections by charging the slaughter plants. The Dallas Morning News reports that the Humane Society will file suit in federal court to block the plan. The group alleges the plan is an attempt to dodge lawmakers' intent.
Defenders of horse slaughter say it's a low-cost, humane way of ending a horse's life. By law, horses and other livestock must be unable to feel pain before they are killed.
