Unusual language in the Navasota city charter has forced the resignation of a popular city council member. Artist Russell Cushman has submitted his resignation after winning reelection in May.
Cushman said he has been hired to work with a developer on projects that have connections to the city, constituting a possible conflict of interest on future issues. While most Texas cities allow council members to recuse themselves from votes where there is a conflict of interest, Navasota's charter has no such provision.
Cushman says he's disappointed to be leaving the council, but could not serve the way the charter is written. The council will vote Monday on his replacement.
