Should the city manager decide the fate of the Chief of Police when both have been involved in domestic disputes?

Bryan City Manager David Watkins will review the internal investigation into a domestic violence call at Chief Ty Morrow's home.
However, it was a little more than two months ago that police were called to Watkins home for a domestic disturbance.
While that case was not criminal and is now closed, questions are raised as to a potential conflict of interest in Watkins handling of the case.

However Watkins says that's not the case and it's his job to look into this.

"My job is to issue transperancy whether it's David Watkins City Manager or Ty Morrow Police Chief to measure that every incident that occurs in Bryan."

It wasn't until last night that Watkins disclosed his domestic dispute to the Bryan city council.

Never the less, Mayor Mark Conlee tells News 3 he believes both individuals are professionals in doing their job, and he has confidence in Watkins.
Conlee goes on to say he will monitor this case closely and if two don't handle it correctly, he will take appropriate measures.

We also talked to an independent party.
Dr Jerry Dowling... a criminalogy professor at Sam Houston State says at some point, the city council will be involved.

"Ultimately, however, the proverbial buck stopped with the mayor and the city council. So while I suspect the chief is appointed by the city manager and accountable to the city manager, ultimately anything the city manager does is [makes him] accountable to the council and mayor."

Bryan Police is conducting the internal investigation and will turn it over to Watkins for review.
Meanwhile, Bryan Police and the Brazos County Sheriff's Office are conducting a separate criminal investigation which will go to the County Attorney's office.
Morrow is on administrative leave pending the results of that investigation.

THIS IS THE PLAIN AND SIMPLE TRUTH. CHIEF SHOULD NOT BE TREATED ANY DIFFERENT THAN THE CITY MANAGER. HIS CASE WAS DECLARED NON CRIMINAL, AND CLOSED. LETS DO THE SAME FOR THE CHIEF. ONE IS NO BETTER THAN THE OTHER. TOO BAD HIS CASE MADE NEWS. THE WATKINS CASE WAS ONLY REVEALED AFTER IT WAS DECIDED THAT HE WOULD REVIEW THE CHIEFS' CASE. IF NOT FOR THAT, WE WOULD HAVE NEVER KNOWN.

When the law does not apply to people like these but it does to everyone else there is tyrany. Most "domestic violence" laws should be abolished. Either it is assault or it isn't. Domestic violence laws are a figment of those who wish a police state.

I agree with double standard. I wonder if it will take 6 months for the Morrow investigation? And I just know the Chief is telling the truth because "truth is paramount" his own words. Why was the Watkins case kept under wraps? Is this not like the fox guarding the hen house?

why is the watkins case not criminal, and closed? why was it not revealed until now? this smells of discrimination to me. sounds like chief and wife need to separate for awhile. when it starts jeopardizing your career and putting your family in the news then it aint worth it. i hope he will recieve the same treatment as watkins did. not criminal, closed case.

If Watkins is so transparent, why did the city council only learn last night of his domestic dispute that occured over two months ago? Does he consider himself an exception to the rule? Watkins has two capable and very intelligent deputy city managers on his staff. He needs to hand this investigation to them and recuse himself for any potential bias.

I know Mr. Watkins professionaly and he is as transparent as they come. He has a genuine love for the City of Bryan. He will take the right course of action.

Why is David Watkins waiting until now to tell the city council that he was involved in a domestic violence altercation over two months ago? He should not be allowed to make a determination in Chief Morrow's case. Chief Morrow is a good man to come forward on his own and let the community know that he was involved in an altercation with his wife. Chief Morrow let the community know immediately what had happened. He also placed himself on administrative leave. Why didn't the city manager do the same??? The city manager should be held to the same standards as the police chief. We should get an independent panel to determine the truth in both of these domestic violence cases and approiate action should be taken.
