As we first told you Sunday, the City of Bryan could sign off on a resolution suggesting Bryan and College Station create a new landfill agreement.

The Tuesday vote by the Bryan city council would suggest the two cities come up with a brand new agency with equal board representation.

Bryan filed suit against College Station saying they have not had equal say in their current landfill organization, the Brazos Valley Solid Waste Management Agency. College Station says Bryan is trying to interfere in its operation of the agency.

"If you have a structure that is properly formed and representative and sets up an accountability mechanism in the chain of command, then really, all these other issues go away," said Bryan City Manager David Watkins. "There's no reason to have those."

Bryan wants there to be a governing board with equal representation from both cities, and for landfill staff to be employees of the new independent agency. Right now, landfill workers are College Station employees.

In response to the upcoming vote in Bryan, College Station released the following statement:

"The City of College Station will continue to attempt to adhere to the directions of Judge Delaney to both cities, during the mediation process, to not publicly air differences about the disputes surrounding BVSWMA. The City of College Station will continue to seek positive ways to resolve the issues pertaining to BVSWMA with the City of Bryan, while maintaining the high level of service that has been provided by BVSWMA for nearly 20 years through the management oversight of the City of College Station."

Bryan filed the legal action against College Station in July. The two sides have been in mediation since then trying to resolve their differences.

Tuesday's vote would not change anything with the current agency arrangement between the two cities, but simply make a recommendation for a change in their landfill relationship.

The resolution to be voted on cites an editorial in The Bryan/College Station Eagle which said the two sides should start over in their arrangement.

BVSWMA was created in 1990. College Station oversees operations as per their agreement, and also took the lead in negotiations for land for the new Twin Oaks landfill in Grimes County. Construction on that site will begin this year.

The current landfill on Rock Prairie Road in College Station is nearing capacity.
