Bryan Police Chief Ty Morrow has been no billed by a Brazos County grand jury that had been looking into possible wrongdoings related to a domestic disturbance in November, according to the city.

The grand jury made the decision based on findings of an investigation by the state Attorney General's office that had been launched in December.

With the criminal aspect of the probe complete and no wrongdoing found, an internal investigation by the City of Bryan will begin. The city had been waiting for the AG's investigation to conclude before starting their own.

That investigation will be conducted by Kenneth Lybrand with Intelligence Services of Texas, who will turn the results over to City Manager David Watkins. He will make the final decision on Morrow's job status.

Morrow has been on paid administrative leave since the incident. Assistant Chief Peter Scheets has been in charge in his absence.

In an e-mail to News 3 following the announcement of the decision, Morrow wrote, "I am pleased with the outcome. I look forward to getting the internal affairs investigation done so I can get back to work making Bryan the safest city in the great State of Texas."

Authorities were called to Morrow's home in November and found both the chief and his wife, Cindy, bleeding. Chief Morrow said he had handcuffed his wife after she had slapped him. The chief was holding a beer when police arrived, according to BPD. Officials said his wife was intoxicated.

Cindy Morrow told authorities at the time that her husband had pushed her into a wall, but later recanted, saying she did not remember much of the evening because she was extremely intoxicated. She did remember hitting her husband repeatedly, and being handcuffed, she said.

"Neither the City Manager’s Office nor the Police Department will issue any further statements at this time, due to the ongoing internal affairs investigation," according to the press release issued by the city.
