Investigating More Possible "Rose Homes"

We are digging deeper into the alleged "Rose Homes" operating in College Station, turning to the city for answers... and while Bryan and College Station are only miles apart, their zoning and ordinance laws seem to be worlds apart.

Employees and former employees say 3619 Vienna Drive and 3739 Chantal Circle in College Station are affiliated with The Rose Home and its administrator, Rose Rodriguez.

The city says if they have four or less unrelated adults living in the homes, they're not considered nursing homes.

Bob Cowell, the Director of Planning and Development for the city of College Station said, "That would be true regardless of what zoning district they're in, so even if it were single family, commercial, any of those, as long as they operate in that fashion, as a single family, they're going to be ok."

Nursing homes operating out of houses are completely legal and don't require a permit in College Station, unlike Bryan.
