A former Magnolia city administrator remains in jail on $400,000 bond. That's after investigators say they discovered hundreds of child pornography images on Ryan Kelley's personal computer.
This certainly isn't the 53-year-old's first run-in with the law -- in fact; Kelley was arrested in 2010 for DWI. At the time of that arrest, Kelley was employed as city administrator of Magnolia. He was let go shortly after the incident and in April of 2010 he plead guilty to those charges.
Ryan Cardwell Kelley was arrested Thursday just after 8:30 p.m. following a week long investigation. It's believed Kelley was visiting the Magnolia Historical Society the day before Thanksgiving when he unknowingly drove off with the laptop computer on his car. A citizen who found the laptop told authorities she opened it to find the name of the owner -- but instead -- Constable David Hill says she found hundreds of explicit images of child pornography.
"I can't fathom a grown man having a sexual interest in a 10 year old child. It just completely foreign to my thought process all together,” said Magnolia Precinct 5 Constable David Hill. “I have very little compassion for someone who would abuse a child in that fashion not only because of the harm that's done right now, but the harm that will be done for society in the years ahead for that child."
With the help of surrounding agencies, including Homeland Security, a joint investigation unfolded and Hill says not too long after, more than 400 graphic images of children under the age of ten years old were located on the computer. Kelley was taken in for questioning. After he couldn't provide an explanation for the images found on his computer, Hill says Kelley was arrested without incident.
“The fact he was a city administrator here for two years; it's shocking to our people, and he's been involved in all sorts of things here, so, it absolutely shocked us,” said Hill.
The investigation continues to find out whether or not the child pornography images found on his computer were actually taken by Kelley himself.
Kelley faces four counts of possession of child pornography and is being held in the Montgomery County Jail on $400,000 bond.
