Lack Of Petition Guidelines In CS City Charter

College Station city council is looking at adding guidelines for residents who want to start a petition to recall any elected city officials.

These petitions surfaced more than a year ago when the city wanted to annex Wellborn.

That was more than a year ago. Fast forward to today, and the petition specifics, or lack thereof, are being recalled for review.

"There are no guidelines in terms of requirements for recall. Anyone can be recalled for any reason,” said Lynn McIlhaney, chair of the Charter Advisory Commission.

She explained the new guidelines proposed to the city council.

The main changes: the petition must fall under three categories for wanting to recall an elected official including incompetency and official misconduct.

Only people who voted in the election, in which the person being proposed for recall was elected, are eligible to sign the petition.

"I feel like it restricts people because we have a lot of liberties out here. You are starting to add too many rules and a lot of people would be upset by it,” said Krystle Lopez, a Wellborn resident.

McIlhaney says the reason behind the guidelines isn't to make it hard on the citizens who want to start a petition.

"It just allows the citizens who are signing those petitions to know exactly why they are signing them and why the individual council member is being recalled,” said McIlhaney.

The city is asking residents to come to a public hearing on the issue Thursday night at 7pm.

The council will decide on the final language of the proposal. In November, citizens will have the chance to vote on the changes.
