Perry to Unveil Plan for Soaring Higher Education Costs

Gov. Rick Perry is expected to outline his latest efforts to rein in soaring higher education costs in Texas.

Perry was scheduled Monday to unveil the recommendations at a Dallas high school. Although the governor's office did not disclose details, Perry may formally call for state universities to allow students to lock-in tuition rates at fixed prices for four years.

Perry first publicly floated the idea last month but offered no specifics at the time.

At the University of Texas at Austin, undergraduate resident students pay an average of nearly $5,000 a semester.

Bill Powers, president of the nearly 50,000-student campus, said last week he was "heartened" by the conversation that Perry's idea jumpstarted but stopped short of endorsing the proposal.
