Veteran Expert Testifying in School Finance Case

AUSTIN, Texas (AP) Day Two of the second phase of Texas' school finance trial begins with the cross-examination of a veteran classroom funding expert.

Lynn Moak has testified in all six Texas school finance cases since 1984, including the one currently before state District Judge John Dietz.

Moak returns to the stand Wednesday to face questions from state attorneys. He opened the case's second chapter Tuesday, testifying that $3 billion-plus in funding that the Legislature restored to public education in 2013 couldn't replace the $5.4 billion lawmakers cut in 2011.

Dietz ruled in February 2013 that how Texas funds its schools violates the state constitution. But in May, the Legislature approved the additional funding while easing graduation standards.

Dietz reopened the case to hear how those actions affect his original ruling.
