Police Department Promotes Six

Interim Chief of Police Jeff Capps and the College Station Police Department are honored to announce the promotion of three officers to the rank of Sergeant and three Sergeants to the rank of Lieutenant. The promotion reception will take place on Friday, August 7, 2009, from 2:00 p.m. to 4:00 p.m. at the City of College Station Council Chambers located on Texas Avenue. The effective dates for the new assignments will be Monday, August 10, 2009.

Thanks to the support and commitment from the College Station City Council and City Manager’s Office, the promotions of this highly talented group of people will help in the pursuit of our mission to work in partnership with our community to reduce crime, fear of crime and improve the quality of life in our community.

The following officers will be promoted:

Detective James Arnold- Started working at CSPD in August 2002 after working for the Brazos County Probation Department for 1 ½ years. Detective Arnold is a Texarkana, TX native and graduated with a Bachelor’s degree in Sociology from Texas A&M University in 2000. He has been a member of the department’s SWAT team since 2005. Sergeant Arnold will be assigned to day shift as a Patrol Sergeant and will be in charge of 80 beat.

Master Officer Paul Brown- Started working at CSPD in June 2000 after working at Midland TX PD for 5 years. Officer Brown is a native of Plainview, TX and graduated with a Bachelor’s degree in Criminal Justice from Sul Ross State University in 1994. He is an instructor for the International Police Mountain Bike Association. Sergeant Brown will be assigned to day shift patrol as a Patrol Sergeant and will be in charge of 20 beat.

Master Officer Charles Fleeger- First started work at CSPD in 1989 after serving in the United States Army. Officer Fleeger is a native of College Station and graduate of A&M Consolidated High School. Fleeger promoted to Sergeant in 1995 and served in the Criminal Investigations Division until 2006. Sergeant Fleeger earned his Bachelor’s degree in Business from Texas A&M University and retired from CSPD in 2006 to work for Texas A&M University. In January 2008, Fleeger returned to CSPD as a Master Officer. Fleeger has been the Chairman of the Amber Alert Network Brazos Valley since 2003 and graduated from the 214th session of the FBI National Academy in 2003. Sergeant Fleeger will be assigned to the Criminal Investigations Division.

Sergeant Lesley Hicks- Started working at CSPD in March 1991. Sgt. Hicks is a Chesapeake, VA native and graduated with a Bachelor’s degree in Management Information Systems from Texas A&M University in 2006. Sgt. Hicks graduated from the 228th session of the FBI National Academy in 2007. She was assigned as the department’s Accreditation Manager during four Accreditation recertifications and the obtaining of “Flagship” status for the Department’s communication division. Lieutenant Hicks will be assigned as the commander of the Criminal Investigations Division.

Sergeant Billy Couch- Started working at CSPD in March 1997 after serving 2 years as a jailer at the Brazos County Sheriff’s Office. Sgt. Couch is a native of Bryan and received his Bachelor’s degree in
Sociology from Texas A&M University in 2006. Sgt. Couch has served as both a Patrol Sgt. and Traffic Sgt. and is currently the SWAT team leader. Lieutenant Couch will be assigned as the night shift patrol Commander.

Sergeant Brandy Norris- Started working at CSPD in June 1997 after receiving her Bachelor’s degree in Sociology from Texas A&M University in 1996. Sgt. Norris has served as a Patrol Sgt. and Criminal Investigations Sgt. and is currently the hostage negotiations team leader. Sgt. Norris is an Adjunct Instructor with the Texas Engineering and Extension Service specializing in Basic Criminal Investigations and Child Abuse Investigations. Lieutenant Norris will be assigned as the Internal Affairs Commander.
