They're accused of providing alcohol to a sweet 16 party that ended in tragedy. Now warrants have been issued for their arrest.
Bryan Police and the Texas Alcoholic Beverage Commission have wrapped up their investigations into the August 3 accident that left three teens dead.
Thursday warrants were issued for 21-year-old Carroll Wayne Dicky Jr. and 21-year-old Jimmy Louis Noey Jr., of Leon County.
Police say the sweet 16 party the teens were at before they crashed, was attended by fewer than 12 people, and that the only party goers over 21, were Dicky and Noey.
Just two-and-a-half hours before three teens would die; just two-and-a-half hours before residents in the Park Meadows subdivision called police about racing vehicles, Bryan Police say Carroll Wayne Dicky Jr. was buying wine coolers for Tiffany Benavides.
The two would later attend a sweet 16 party in Park Meadows.
Tiffany's brothers Gus and Dillon Benavides were also there. As was Alex Dicky, Wayne Dicky Jr.'s younger sister.
By 3:30 Sunday morning on August 3, Alex and the Benavides brothers would be dead.
Police say it was lethal combination of a high speed wreck, and alcohol.
Alcohol police say was in part supplied by Jimmy Louis Noey Jr.
Investigators say the 21-year-old took a keg to the party.
Both Noey and Dicky have been charged with making alcohol available to minors.
Dicky is already behind bars. He was arrested at his sister's funeral for failing to appear in court, and multiple instances of driving with out a license.
"He'll obviously have to make bond on it in addition to any other charges that he has, before he can get out," said Assistant Chief Curtis Darby.
As for Noey, "his attorney has promised that he will turn himself in tomorrow," said Darby.
Police say their investigation is over, and there will be no other charges.
"I don't think the criminal charges is what will bother them. I think its living every day with what happened," said Darby.
Making alcohol available to minors is a class A misdemeanor.
If found guilty, the men could each be fined up to $4,000, and spend up to a year in jail.
We told you last week that the driver, Dillon had a .12 blood alcohol content. Passenger Alex Dicky had a .08. Dillon's brother Gus was the other passenger in the car... his blood alcohol content wasn't available.

First of all I would love to know why these 21 year old men were hanging out at a "sweet 16 party", but that's beside the point. The parents truly can't be blamed. They may have known where there kids were, doesn't mean they knew exactly what they were doing. This is very tragic, and the children who drove drunk paid the ULTIMATE price. And no one understands completely how horrific the consequences can be unless you have had a loved one die from a drunk driving accident. Just because your parents raise you right, doesn't mean you will not make bad choices in life. The men that supplied the alcohol should pay the price for supplying it, but they truly are not responsible for the actual deaths. That was purely the ultimate consequence of driving under the influence.

To Someone Who Knows Better...I agree with everything you say. But Sr. is visiting Jr in jail at least once a week. As would only be right.
