If you're ever around the Northgate area, especially on game weekends, you've probably noticed pedestrians crossing University Drive.

But those who choose to cross illegally have caught the eye of the city.

Starting tomorrow, College Station police will start issuing traffic citations to anyone breaking pedestrian traffic laws, which includes not using a crosswalk.

The move comes several weeks after a pedestrian was seriously injured in the Northgate area, after being hit by a vehicle.

In that same area, another pedestrian was killed last year.

According to police some of the most common pedestrian problems are:

-Crossing mid-block, especially in the Northgate area .
-Using marked crosswalks, but crossing against cross signals, such as walking when the sign says don't cross.
-And failing to yield the right of way to vehicles when the vehicles in fact have the right of way.

Listed below are the Texas Transportation Code sections that represent some of the most common pedestrian traffic violations observed by officers.

Transportation Code Chapter 552 - Pedestrians

552.002 - Pedestrian Right of Way If Control Signal Present
(a) A pedestrian control signal displaying "Walk," "Don't Walk," or "Wait" applies to a pedestrian as provided by this section.
(b) A pedestrian facing a "Walk" signal may proceed across a roadway in the direction of the signal, and the operator of a vehicle shall yield the right-of-way to the pedestrian.
(c) A pedestrian may not start to cross a roadway in the direction of a "Don't Walk" signal or a "Wait" signal. A pedestrian who has partially crossed while the "Walk" signal is displayed shall proceed to a sidewalk or safety island while the "Don't Walk" signal or "Wait" signal is displayed.

552.003 - Pedestrian Right-Of-Way at Crosswalk
(a) The operator of a vehicle shall yield the right-of-way to a pedestrian crossing a roadway in a crosswalk if:
(1) no traffic control signal is in place or in operation; and
(2) the pedestrian is:
(A) on the half of the roadway in which the vehicle is traveling; or
(B) approaching so closely from the opposite half of the roadway
as to be in danger.
(b) Notwithstanding Subsection (a), a pedestrian may not suddenly leave a curb or other place of safety and proceed into a crosswalk in the path of a vehicle so close that it is impossible for the vehicle operator to yield.
(c) The operator of a vehicle approaching from the rear of a vehicle that is stopped at a crosswalk to permit a pedestrian to cross a roadway may not pass the stopped vehicle.

552.005 - Crossing at Point Other Than Crosswalk
(a) A pedestrian shall yield the right-of-way to a vehicle on the highway if crossing a roadway at a place:
(1) other than in a marked crosswalk or in an unmarked crosswalk at an intersection; or
(2) where a pedestrian tunnel or overhead pedestrian crossing has been provided.
(b) Between adjacent intersections at which traffic control signals are in operation, a pedestrian may cross only in a marked crosswalk.
(c) A pedestrian may cross a roadway intersection diagonally only if and in the manner authorized by a traffic control device.

552.006 - Use of Sidewalk
(a) A pedestrian may not walk along and on a roadway if an adjacent sidewalk is provided and is accessible to the pedestrian.
(b) If a sidewalk is not provided, a pedestrian walking along and on a highway shall if possible walk on:
(1) the left side of the roadway; or
(2) the shoulder of the highway facing oncoming traffic.
(c) The operator of a vehicle emerging from or entering an alley, building, or private road or driveway shall yield the right-of-way to a pedestrian approaching on a sidewalk extending across the alley, building entrance or exit, road, or driveway.

I think this is wonderful and well needed. As most, I agree that this needs to include cyclists as well. Just about a week ago an Aggie student decided that her "power walking" was more important than the fact that the light for traffic had turned green and that she could have been hit. I mean, cars are supposed to stop for pedestrians no matter what, right? And for those who didn't get my last sentence, I'm being sarcastic. There are way too many people that think that as long as they've stepped onto the road before the light turns green, no matter what the "walk/don't walk" signs say, means that it's safe to cross. Hopefully the citations will save lives and save the drivers some worry.

This is a dangerous, busy intersection and people MUST follow the rules or someone will be injured (or killed). As a motorist it dosn't matter how carefull you are if the pedestrians behave carelessly and don't obey the law. My only option for the past few years has been to take the long way around Northgate and avoid this intersection. As for the visitors on game day, maybe we should waive all of our traffic laws in order to make their visit a more memorable experience... NOT!

i believe that people using bicycles should be more careful when crossing a street or an entrance/exit a car always has the right a way when making ar ight turn as long as car arent coming and if you think they are going to stop for you 9 times out of 10 they wont it is always better and safer to stop instead of thinking they will wait for you to go remember we no longer live in the years when the proper thing was to wait for pedestrians to cross the street.

To the resident who complained about Class C citations for out of town guests. Get real! Most of the traffic in Northgate are students and locals. Either way, they need to be stopped from crossing in unauthorized areas. Just this morning I saw a student cutting across George Bush in the middle of the road and at lunchtime a girl was crossing University over where Deluxe used to be. Both of them could have been hit and seriously injured. If they won't take the warnings that the police have given them for years, then let them pay the fine.

To Resident - I don't think this is just for out of town people coming to watch the Aggies lose. It is for everyone especially the students.

How about cracking down on drivers who will not slow down, stop, or yield appropriately to pedestrians who are crossing legally at crosswalks and intersections? Very little support is provided to pedestrians and cyclists by way of enforcements, safe crosswalks, bicycle and pedestrian lanes. It is very dangerous for pedestrians and cyclists to try to cross Texas Avenue and other streets.

What about the cyclist? Shouldn't the officers crack down on them too? Why wait until someone is seriously hurt?

Dear pedestrian, staring at the ground as you cross the street with your hands in your pockets while listening to your iPod or conversing on your Blue Tooth is NEVER a good idea. Look up and pay attention!

THANK YOU!! It's gotten so bad! And not just pedestrians! The ones on bikes are just as bad, if not worse! They just dart right out in front of cars, and even cross intersections diagonally!

That's it! Lets hand out citations to out of town visitors on game day! That will really make them want to come back and spend money again next year! Anything for a buck. On election day we need to hold our city council and mayor responsible for the overzealous enforcement of Class "C" misdemeanors by the College Station Police Department. Apparently the hotel/motel tax, sales tax and money spent in local businesses is just not enough for these imbeciles. It is time for the mayor and city council to learn to live within their means like the rest of us do. If the money is not there it is foolish to put the responsibility for the maintenance at Central Park on the backs of out of town visitors.
