COLLEGE STATION, Texas - A lawyer who investigated abuse allegations in the state's youth prison system will become deputy chancellor of the Texas A&M University System.

Regents Friday announced the appointment of Jay Kimbrough, who's currently the system's deputy general counsel.

Governor Rick Perry in March named Kimbrough to be the conservator overseeing the investigation of the Texas Youth Commission.

Kimbrough this month released a 35-page report saying TYC suffered from a "fundamental lack of accountability" and recommending a sweeping overhaul.

A&M system officials say Kimbrough's new duties will include oversight of policy compliance, human resources, real estate and special projects.

Kimbrough also has been Perry's deputy chief of staff, deputy first assistant attorney general, director of the Office of Homeland Security and executive director of the Criminal Justice Division.
