Why was an accused murderer given parole despite having a lengthy criminal history?

The death of Huntsville teenager K'Lynn Kohr over the Labor Day weekend has many asking why Jerwoody Moler, the man accused of her death, was on parole when the murder happened.

The day Moler was taken to the Walker County Jail, News Three learned Commissioners Roy Garcia and Billy Humphrey, on the Board of Pardons and Paroles in Huntsville, voted to release him.

Each commissioner has issued a statement and portions of them state:

"To vote to release Moler was consistent with best practices in community supervision which are designed to effectively transition eligible offenders back into our communities," wrote Humphrey's.

Garcia said, "The information available for my consideration indicated public safety was better served by a release to ten months of structured supervision rather than a completely unmonitored return to society a mere ten months later."

Moler fled the state following Kohr's death, and was captured in Iowa and was transferred back to Texas Wednesday, Sept. 15.

He is being held at the Walker County jail with a bond set at one million dollars for first degree murder.
