and then condemned for strangling his 64-year-old stepmother in
Fort Worth has lost a U.S. Supreme Court appeal.

In a second Texas death row case yesterday, justices denied a
rehearing to Elkie Taylor, who awaits execution for strangling
65-year-old Otis Flake at Flake's Fort Worth home in 1993.
Like Perkins, Taylor also had been contending in appeals he
shouldn't have been condemned because he's mentally retarded.
