Most city projects are awarded to the low bidder. But that's not the case in Brenham where the runner-up bid won the rights to build the new police station.

Thursday night, the city council bypassed the low bidder and awarded the police station contract to Brenham's Teal Construction. Its $6.6 million bid was $200,000 more than low bidder Fort Worth-based Mega Contractors.

But the city considered other qualifications like company longevity, stability, and project history.

The new police station is expected to open in 2009.
