City of College Station Beefs Up Solicitation Ordinance

COLLEGE STATION - Christopher Moseley and Ryan Anderson are making their plan of attack. The students are delivering business cards for their part time job, A+ Lawns, to Sonoma residents in College Station.

"We try and not be a burden to the family or you know, just stay on the driveway and you know, not walk through people's yards and just drop the card off and go," Moseley said. "We don't want to take up anyone's time."

According to the College Station Police Department, they are not aggressive solicitors, but that type of solicitation has become a city- wide problem in the past year.

"They [aggressive solicitors] weren't taking 'no' for an answer and the people being solicited felt intimidated and they felt like they had to say 'yes' and purchase something in order for this person to leave," said College Station Assistant Chief of Police Billy Couch.

Now the city has a new solicitation ordinance that puts the safety of the citizens as the top priority. Solicitation is not allowed 30 minutes after sunset or before 9 a.m.

"It's a good ordinance," Couch said. "It doesn't prohibit soliciting, but it will help provide some protection for our community members, make them feel a little bit safer in those practices."

Even if a neighborhood has a 'No Soliciting' sign, authorities said solicitors can still enter the premises and try to promote their businesses. However, if your house has a 'No Soliciting' sign, CSPD said solicitors are not legally allowed to be at the residence.

"We stay clear of those because we feel as if it's clear that they don't want us there," Moseley said. "I think it's crossing the line when you decide to stay when they clearly express that they don't want you there."

The next step for Moseley and Anderson is to get their official solicitation badges from the police department; and that's something they said they're more than happy to wear.
