Texas 10 Most Wanted Fugitive Captured

Norris Wayne Smith, 39, one of the Texas 10 Most Wanted Fugitives, was arrested Wednesday in Sherman, Texas. An anonymous tipster will receive a $7,500 reward from the Criminal Justice Division of the Governor’s Office for providing information leading to his arrest.

Agents from the DPS Criminal Investigations Division, as well as partners from the U.S. Marshals Service Joint East Texas Fugitive Task Force, the Sherman Police Department and SWAT Team, the Grayson County Sheriff’s Office, and members of the Texas Rangers SWAT Team, took Smith into custody without incident.

Smith, whose last known address was Dallas, was wanted by the Waco Police Department for attempted capital murder. His violent criminal history includes robbery, assault, and unlicensed possession of a firearm by a felon. All Texas 10 Most Wanted Fugitives are considered armed and dangerous.

The Governor’s Criminal Justice Division, through Texas Crime Stoppers, offers cash rewards from $5,000 to $50,000 to any person who provides information that leads to the arrest of one of the current 10 Most Wanted Fugitives. Anyone with information can provide anonymous tips in three different ways:
-Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
-Text the letters DPS—followed by your tip—to 274637 (CRIMES) from your cell phone.
-Submit a tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture to submit a web tip.

DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted list. Featured fugitives often have gang affiliations and generally have been accused of committing violent crimes or crimes against children. Investigators are interested in apprehending these fugitives as soon as possible, before they are able to commit additional crimes.
