Call it Health Care Overhaul, Version 2.0.

Even though President Barack Obama's health care law could be repealed if he loses the White House this fall, some of his closest former advisers are proposing a new round of major changes aimed at controlling health costs.

Their biggest idea is a first-ever budget for the nation's $2.8-trillion health care system, through negotiated limits on public and private spending in each state.

Proponents include Obama's former budget director, his first Medicare chief, his transition director and a former White House aide on the team that helped pass the overhaul.

Republicans say the idea shows Democrats are out of touch politically.

Earlier this summer Massachusetts passed a law that takes a similar approach.
