President Obama to unveil 'Promise Zones' and Speaks to Congress About Gov. Surveillance Review

WASHINGTON (AP) Today President Barack Obama will unveil the first five areas in the country where the government will help tackle poverty with tax incentives and grants. Obama will also talk about "Promise Zones" this month in his State of the Union address. The first zones selected are in San Antonio, Philadelphia, Los Angeles, southeastern Kentucky and the Choctaw Nation of Oklahoma.

President Barack Obama also is expected to meet today with congressional lawmakers to discuss his review of the government's surveillance programs. It's anticipated that Obama will soon announce restrictions in the National Security Agency's access to the phone records of Americans and its spying on foreign leaders. Obama's top lawyer plans to meet today with privacy groups. And White House staff will meet tomorrow with representatives from tech companies.
