Shutdown in 3rd Day with Debt Trouble Looming

Efforts to end the partial government shutdown are at a standstill.

President Barack Obama and House Speaker John Boehner are trading barbs -- with Obama saying the only thing keeping the government shut down is Boehner's refusal to let a funding measure get an up-or-down vote. He says Boehner "doesn't want to anger the extremists in his party."

Boehner responds by blasting what he says is Obama's "my-way-or-the-highway approach." He says if the president would negotiate to fix flaws in his health care law, the shutdown would end.

With the shutdown in its third day, there are deepening concerns that it will escalate into a stalemate over the nation's borrowing authority. The Treasury says a deadlock on raising the debt limit could touch off a new recession even worse than the one from which Americans are still recovering.

The House today was taking up measures to restore funding to selected parts of the government when lawmakers were forced into a lockdown by a chase that ended near the Capitol, where shots were fired. Lawmakers resumed their work about an hour later.
