Texas child-welfare caseworkers are finding themselves strapped for cash because of the state's slow reimbursement of their out of pocket expenses.
That's as the state faces a backlog to reimburse them for travel expenses connected to the removal of children from a polygamous sect's West Texas ranch.

Caseworkers must drive hundreds of miles a week to check on youngsters in foster care or on parents at risk of losing custody of their children.
