Citizen Aids in Capture of Fleeing Suspect

DPS officials say a Conroe resident's actions made the capture of a fleeing suspect possible.

They say Vicente Hernandez Rios, 35, of Houston, was stopped on suspicion of drunk driving by a trooper late Friday night at a Conroe IHOP parking lot. He allegedly fled the scene, and was later spotted by Trooper Craig Ward at a Shell Gas station at the corner of South Loop 336 West and Interstate 45 in Conroe.

Ward says he started chasing Rios on foot across a nearby Kroger parking lot around 1 a.m. Saturday. An onlooker, Alberto Precichi happened to have seen the earlier traffic stop and recognized the suspect.

Prechichi tried to intervene and aid in Rios' capture by slowing him down using his vehicle. Troopers say Rios looked back to see the pursuing officer and ran into Prechichi's car - landing on the hood and rolling onto the asphalt.

DPS records show Rios suffered an injured shoulder. He was picked up and charged with driving while intoxicated and evading arrest.
