A Travis County Grand Jury on Monday returned felony indictments against the elected Sheriff of Freestone County, Thomas Don Anderson, and a Captain at the Freestone County Sheriff’s Office, Travis Robertson. Sheriff Anderson's indictment alleges 20 counts of Tampering with a Governmental record while Captain Robertson's indictment alleges 3 counts of the same offense.
The indictments resulted from a criminal investigation by the Enforcement Division of the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE), into allegations that Sheriff Anderson and Captain Robertson routinely submitted falsified documents to TCLEOSE claiming that Deputies received law enforcement training when they actually had not attended the training. It is alleged that several deputies were subsequently given TCLEOSE credit for training they did not complete. The dates alleged in the indictments range from to September 13th, 2011 to December 13th, 2012.
Sheriff Anderson was elected in the 2012 general election and took office in January of 2013, after the previous Sheriff, Ralph Billings, retired. At the time of the offenses alleged in the indictments, Sheriff Anderson was the department's Training Coordinator responsible for the administration of all training at the Freestone County Sheriff’s Office and Travis Robertson was the primary instructor for most of the training given by the Freestone County Sheriff’s Office.
TCLEOSE establishes and maintains minimum standards relating to the education and training for the licensing of law enforcement officers. In the State of Texas under the Texas Occupation Code, peace officers are required to attend at least 40 hours of training every two years to maintain an active license.
Travis Robertson was arrested by TCLEOSE investigators in Freestone County on March 27th, 2013 and Don Anderson turned himself in at the Travis County Jail on March 28, 2013. They both were released after each posting a $20,000 bond.
