The 2009 Legislature’s House Bill 3 mandated that Comptroller, Susan Combs, “Identify school districts and campuses that use resource allocation practices that contribute to high academic achievement and cost-effective operations.” The comptroller’s office review team created a FAST (Financial Allocation Study for Texas) rating that integrates the academic progress and spending measures to identify districts responsible for strong and cost-effective academic growth. On Thursday, September 15, 2011, the FAST report for public schools was released, assigning rankings to 1,237 school districts and charter schools throughout the state of Texas. The comptroller’s research team evaluated academic performance and financial data to identify school districts and campuses that produce high academic achievement while maintaining cost-effective operations. Each district has received a FAST rating ranging from one to five stars, with half-star increments. A five-star district has a composite progress rating between 80 and 99 and a spending index of “very low”. A one-star district has a composite progress rating below 20 and a spending index of “very high”. Mumford ISD is one of only 46 districts to be named a five-star school district, placing them in the top 4% of Texas schools with an excellent academic progress percentile and spending index.
“Today, many Texas school districts face the challenge of educating more students with less funding,” Comptroller Susan Combs said. All academic progress measures are shown in percentiles ranging from one to 99, with 99 representing the most academic progress relative to other districts in the state, and a three-year average for spending comparisons is used.
The Composite Academic Progress Percentile for Mumford ISD shows as much as or more progress than 97% of Texas school districts. Mumford’s Reading Progress Percentile showed as much as or more progress than 97% of Texas school districts, their Math Progress Percentile showed as much as or more progress than 93% of Texas school districts, their Spending Index is very low, their 2010-2011 Accountability Rating is Exemplary, and 94% of Mumford ISD students passed all portions of the TAKS test. It is these excellent scores, along with how Mumford spends their money and how this spending translates into student achievement, that contributed to a rating of five stars. Even more impressive is that out of the 46 five-star districts, Mumford ISD is also one of the only 23 schools that held this status for two years consecutively.
