BRYAN, Tex. (KBTX) - President Donald Trump has released his proposed budget for 2020.

The headline item is $8.6 billion for a border wall. Other highlights include a 5 percent increase in defense spending and a 10 percent decrease in education spending. The plan projects a $1.1 trillion deficit.
Texas A&M Public Policy Research Institute Director Kirby Goidel says any president's budget is mostly a "message," and for this particular president, it's likely a starting point.
"Trump has a background in real estate," said Goidel. "This budget proposal is his first offer in a negotiation."
Now, the Democratic House of Representatives will put together its "counter-offer" of sorts, although Goidel points out that the president hasn't given the Democrats much on which they can agree with him.
"If you're military or you want a border wall, you are a winner of this budget proposal," said Goidel. "But if you are someone who uses social services, not so much."
